I have to speak generally because I don't know where you're from, unfortunately I'm too lazy to click on your profile to findout so in laymen terms:
Alot depends of your state's constitution, here in Texas, we have about 150 congressmen and about 31 senators. Right off the back you can see that we have more congressmen than senators and the reason for this is simple. It's best explained in terms of management, the congressmen are the middle management, the senators are the exective management, and the governor is the CEO.
This isn't exactly correct in all aspects, but it's the best way to explain things.
Here's how a bill gets passed here, you start with a bunch of lacky congressmen proposing ideas based on whatever big business corporations are lining their pockets, then once they all whine and complain the bill is passed over to the senate. The senate then verify that the ideals of their corporate lined pockets coincide with the congressmens. Once in compliance, the house votes to also agree on the bill and any change made to the bill by the senate, if in complaince the Lt. Governor (aka head senator) signs the bill into effect.
Senators more or less have more territory and power. They also have longer terms, about four years.
Congressmen are only corporate lined for two years.
Hope this helps.
