First off to be able to make a grunge graphic you need to get some brushes. Here is a link to a good site for brushes:

browse.deviantart.com/resources/applications/psbrushes/?view=1&order=5&limit=24
There, you should be able to find all the brushes that you need to dothis tutorial correctly.

Step 1: You need to open a new document [Your choice in size] and make the background white.

Step 2: Make sure your colors are black and white, if they are not then just hit D. Then go to filter> Render> and clouds. You can do this more than once too.

Step 3: Now take one of your brushes that you got from deviant art. And brush 2-3 times on the background.

Step 4: Now create a new layer. Choose a different brush and change the color from black to red, green, blue ect. Brush lightly over the background uses each brush once or twice. Also change the layer style to get different effects on your graphic.!WARNING![Do not coverthe entire area, make sure you can see some of the other brush from the pervious layers] Repeat this process untill you have 7-8 layers, with all diff color brushes. You should get something like this.

Step 5: Now merge the layers by pressing ctrl+shift+e. Then go up to image> adjustments> then desaturate. SHould look like this now.

Step 6: Finnaly hit ctrl+B and play with the colors untill you get the one you want.
